This component centralizes message-management applications: Help, Error, Information and Notice. Message management is multi-lingual. It provides independence for APEX application messages that cannot be driven and have to be set directly into the pages.
It also provides an operational link for database messages. For example, an ORA-00001 message on a customer list might be linked to a CLI.000001 message informing the user that the customer already exists.
It also integrates help messages with APEX applications and interactive reports.
